【禁闻】劳教所转型 迫害法轮功未减

2013年07月12日讯】北京一家较大规模的正在低调的逐步释放被劳教人员。同时,信访局官员说〝现在没有劳教了〞。但是据我们掌握的情况,有一些劳教所改成了戒毒所,有的劳教人员被释放,有的劳教人员仍被关进戒毒所或洗脑班。而劳教所正是大量非法关押法轮功学员的地方。当局并没有下发正式文件要解除劳教所,对法轮功学员的关押和抓捕也未见减少。


中共的劳教所,长期以来对在押的法轮功学员或异议人士、和上访 人员实施酷刑迫害,而受到国际及国内人士的抨击和谴责。今年1月,中共当局提出了要


不过,围绕劳教制度改革问题 ,中共高层 出现了公开的分裂。政治局常委刘云山控制的宣传系统 ,大肆封杀有关信息,与此同时,一些地方传达的劳教改革信息,也被要求悄悄进行。


7月11号,北京〝〞创办人告诉《新唐人》,前一段时间,劳教所就在大批的放人。


北京〝访民之家〞创办人裴富贵:〝像我,这就早回4个月了。法轮功的劳教2年的,出来、没出来我不太清楚。〞


山东青岛一名王姓女访民在接受《新唐人》采访时说,9号,青岛警察告诉访民,根据信访办下发的镇压名单,青岛信访局长于钦德说:没有劳教了,把那些访民抓去直接判刑。


青岛访民王女士:〝于钦德局长,他给公安这么说,现在没有劳教拘留也不害怕了,公安抓到人,就该判刑的判刑。就是以后就判刑了,不拘留了。〞


今年4月初,大陆 媒体报导〝辽宁马三家女子劳教所〞实施酷刑,迫害在押人员,中共的劳教制度再次遭到全球舆论的抨击和谴责。到了6月,大陆媒体透露,江苏、北京等多地劳教所低调转型为强制戒毒所。


北京莫少平:〝我看到有关消息,因为我们办的案子在辽宁确实也有,朝阳那个劳教所也是等于说是换了牌子了,变成戒毒所了,也就是劳教所不存在了,有些劳教人员甚至给提前释放了,但是官方并没有正式说劳教制度取消了〞。


广州市对外贸易经济合作局原正科级干部彭琳,接受《》新闻网采访时说,她被绑到洗脑班时,听到警察说,劳教所取消后,针对法轮功人员,尽量不放在拘留所,一抓到,就关进洗脑班。此外,《明慧网》报导,目前一些劳教所的法轮功学员已经被转去戒毒所。


戒毒所是专门关押吸毒犯的场所,把法轮功学员或良心犯关进去,是否合法?


中国 资深法学专家赵远明认为,这是一种违法行为。


中国资深法学专家赵远明:〝判刑对于法轮功来讲,在法律 上,实际上它没有法律可依据,现在判也就是胡乱判,然后枉法裁判。真正在法律上,于法轮功,没有一条可以治罪的。但是,我们可以看到,就是中国现在处于一种乱象,在习近平废除劳教制度过程当中,有些唱反调的,或者对着干的。〞


总部设于美国的《大纪元》新闻网报导,中共前魁江泽民自从发动对法轮功的迫害之后,一直害怕受到清算。在经营多年的政法委系统中,一惯用〝劳教制度〞来迫害法轮功 信仰团体、或上访民众、和异议人士等。劳教所关押着大量的法轮功学员。江派在废除劳教这件事情上,也一直激烈抵抗。


美国国务院曾记录,在劳教所的25万人中,法轮功学员可能占了一半。目前,虽说一些劳教所已放空,但没有听到法轮功学员被释放的消息。《明慧网》还列出了近期大批法轮功学员遭绑架关押或失踪、诬判的消息。

Persecution of Falun Gong is not Reduced During Labor Camp Restructuring


A large labor camp in Beijing is releasing inmates

in a low-key manner.

Meanwhile, petition office officials say no labor

re-education is taking place.

Some labor camps have been transformed

into addiction treatment facilities.

Some inmates have been released, and others have been

placed into addiction treatment or brainwashing centers instead.

Massive amounts of Falun Gong practitioners

are illegally detained in labor camps.

But the Chinese Communist Party (CCP) authority

didn’t issue any official documents abolishing labor camps

or reducing detention and arresting Falun Gong practitioners.


The CCP’s labor camps have long been torturing detained

Falun Gong practitioners, dissidents, and petitioners,

which is criticized and condemned domestically

and internationally.

The CCP authority proposed to reform

the labor camp system.


The high-level CCP has a public division dedicated

to reforming the labor camp system.

The propaganda system controlled by Politburo Standing

Committee member, Liu Yunshan, vigorously blocks the information.

Reform is also required to be applied quietly at many places.


Founder of Petitioners’ House, Pei Fugui, told NTD on July

11th that labor camps released many inmates a while ago.


Pei Fuhui, founder of Petitioners’ House:

“Like myself, I returned 4 months ago.

A Falun Gong practitioner was sentenced 2 years.

I don’t know if he/she is released.“


NTD interviewed petitioner Mrs. Wang

from Qingdao, Shandong.

She was told by Qingdao police on the 9th that Qingdao

Petition Office Secretary Yu Qinde announced that no labor camps exist anymore.

Arresting and sentencing petitioners takes place directly,

according to the repression list issued by the State Council Petition Office.


Mrs. Wang, Qingdao petitioner:

“Secretary Yu Qinde told police that

there is no labor camp system,

and if police arrest anyone, they are just sentenced.


It means that they won’t detain anyone

but just sentence him/her.”


Mainland media reported about Liaoning Masanjia

women’s labor camp torture of inmates this April.

The CCP’s labor reeducation system was again

criticized and condemned globally.

Mainland media revealed in June that

labor camps in many places,

including Jiangsu and Beijing, were transformed

into addiction treatment facilities.


Beijing lawyer Mo Shaoping: “I saw relevant information,

since we also deal with cases in Liaoning.

The labor camp in Chaoyang also changed its title,

and became an addiction treatment center, which means the labor camp doesn’t exist.”

Some inmates were even released early, but there has been

no official document released mentioning the abolishment of the labor camp system.”


Former cadre of the Bureau of Foreign Trade and

Economic Cooperation of Guangzhou Municipality,

Peng Lin, was interviewed by The Epoch Times.


When she was sent to a brainwashing center,

she heard a police officer say that

they wouldn’t keep Falun Gong practitioners

in detention centers, and instead they’d be

directly placed in brainwashing centers.

Minghui.org also reported that some labor camps already

transferred Falun Gong practitioners to addiction treatment.


Addiction treatment is specifically to detain drug addicts.


Is it legal to detain Falun Gong practitioners

and prisoners of conscience there?


Chinese senior legal experts believe that it’s illegal.


Chinese senior legal expert Zhao Yuanming: “In fact, there’s

no legal basis for the sentencing of Falun Gong practitioners.

All the judgments passed down to them were random

sentences, which perverted the law.

There’s not really a single article that can punish

Falun Gong. But we can see that China is in chaos.

During the process of Xi Jinping abolishing the labor camp

system, there are some naysayers working against it.”


News media The Epoch Times, based in the US, reported


that after former CCP leader Jiang Zemin implemented

the persecution of Falun Gong, he’s always been afraid

of being punished for it.

The politics and Law Committee system ran by the Jiang

faction has always used the labor re-education system

to persecute the Falun Gong faith group, petitioners,

and dissidents.

Labor camps detain massive amounts of

Falun Gong practitioners.

The Jiang faction has been opposed to

abolishing labor camps.


The US State Department has a record that half

of the 250,000 inmates in labor camps are probably Falun Gong practitioners.

Although some labor camps released inmates, no data exists

showing the release of any Falun Gong practitioners.

Minghui.org lists Falun Gong practitioners who were

recently kidnapped, detained, missing, or falsely accused.
